About Laguna Honda Senior Housing
To support San Francisco’s rapidly growing senior population, Mercy Housing California (MHC) has been selected by the City and County of San Francisco to develop a combination of affordable senior housing and affordable assisted living on the Laguna Honda Hospital campus.
By 2030, senior residents are expected to represent 30% of San Francisco’s population. Yet, despite a growing demand for in-home care and assisted living, the availability of residential care facilities in San Francisco has declined 20% since 2015.
Laguna Honda Senior presents an exciting opportunity to build new, high-quality affordable housing for seniors, provide them with access to multiple levels of care, and develop new community daycare for adults and children, all within an integrated campus community.

Mercy Housing is committed to incorporating the local community into the development process through a variety of means, including input from neighbors, neighborhood associations, and local leaders, as well as written and electronic communications. 1. Why is Mercy Housing developing this site?
The San Francisco Mayor’s Office of Housing and Community Development (MOHCD) has identified the Laguna Honda campus as a location for a new senior housing and assisted living community. MOHCD selected Mercy Housing California (MHC) as its development partner through a competitive Request for Qualifications (RFQ) process. MHC is a nonprofit organization whose mission includes the development of affordable housing for seniors on fixed incomes. Since 1981, MHC has developed 27 senior properties throughout San Francisco
2. Where will the new construction be located on the Laguna Honda campus?
The location of new construction will be on a vacant parcel just west of the entrance to the new hospital building. The site is vacant and currently used as a temporary service yard. Please refer to the Home page to view the site in the aerial image of Laguna Honda and the surrounding neighborhoods.
3. How will feedback from the community be considered?
Mercy Housing and City department partners will continue to incorporate the local community into the development process through a variety of means, including input from neighbors, neighborhood associations, and local leaders, as well as written and electronic communications. 5. Who will live in this new community?
The new development is intended to serve both independent seniors and seniors who need a higher level of care. Households with incomes below 50% of the Area Median Income, or AMI, ($53,050 for a single-person household in 2024) will be eligible, and many of the apartments will be rented to very low-income households with fixed incomes. Applicant preferences approved by the City and County of San Francisco will apply as allowed by other funders. Apartments will be marketed through http://housing.sfgov.org.
6. When will construction begin?
Construction will begin no earlier than 2027.
7. Who is the Architect?
Mercy Housing has selected the local, award-winning firm of Herman Coliver Locus Architecture (HCLA) to design the master plan of the new supportive senior housing. Visit their website to learn more: https://www.hclarchitecture.com
